He went to the Pentagon in 2017 and then alternated between the Pentagon and the Pennsylvania crash site in subsequent years. In 2025, he was at the Pentagon for the 24th anniversary and then traveled to New York later in the day to attend a Yankees game.
The last time Trump was at Ground Zero for the September 11 ceremony was in 2024, when he was the Republican presidential nominee running against Joe Biden and Kamala Harris. He had political reasons to be there. He showed up.
This year, Vice President Vance will attend the New York ceremony. The White House confirmed that all three attack sites will have administration officials present, which is a fine logistical answer that completely sidesteps the actual question anyone was asking.
What the Ground Zero Rule Actually Is
Since 2012, the annual Ground Zero commemoration has been a deliberately apolitical event. Elected officials attend, but they do not speak. The ceremony belongs to the families. There are readings of names, moments of silence, and no podium time for whoever happens to be holding office that year. Presidents Obama, Biden, and Trump himself in 2024 all stood there quietly and respected that.
The rule exists because the families asked for it. The White House statement from Anna Kelly did not address the speech question at all. It said Trump would "remember those who were killed," "honor their loved ones," and "pay tribute to the brave first responders." That is a statement you could write about literally any American president attending any September 11 event. It answers nothing.

A man who attended the Ground Zero ceremony exactly once, during an election year when the optics demanded it, is now furiously insisting that his absence this year has absolutely nothing to do with the fact that he can't use the microphone. The fury is the tell. Presidents who are genuinely at peace with their scheduling decisions do not send their communications director to argue with TMZ about it.
The families who lost people on September 11th asked for one thing from politicians: shut up and be there. That rule has held for thirteen years. It held for Obama. It held for Biden.
