The Trump administration is sitting on COVID vaccines for children in at least 11 states and one US territory, with no explanation of when or whether those shots will actually arrive. This isn't a supply chain hiccup. It is a policy choice, made deliberately, during an active COVID wave, affecting 52% of American kids who rely on a federal program to get vaccinated at all. And Robert F. Kennedy Jr. is out here telling anti-vaccine conferences that nobody has lost access to anything.
How You Kill a Vaccine Program Without Technically Killing It
The mechanism here matters, so pay attention. The federal Vaccines for Children program, known as VFC, is how more than half of American kids get immunized. It covers children who are uninsured, underinsured, enrolled in Medicaid, or are Alaska Native or American Indian. Some states, called universal purchasers, buy vaccines through VFC for every child in the state regardless of insurance status.
As The Guardian reports, HHS is simply not providing updated COVID vaccines through VFC. No vaccines shipped. No timeline given. No explanation offered beyond bureaucratic fog about how 'an arbitrary September date should not be treated as a public-health deadline.' The states left hanging include Alaska, Connecticut, Hawaii, Maine, Massachusetts, New Hampshire, New Mexico, Rhode Island, Vermont, Washington, and Wyoming.
This is not a freeze on some optional wellness product. The updated COVID shot is the one with protection against variants currently circulating during an active wave. The previous vaccines expired earlier this year. So children in over a dozen states are sitting with no coverage, no timeline, and a federal agency that won't even answer direct questions about it.
The Babies in the Room
Here is a fact that should stop you cold. After adults over 65, infants have the highest COVID hospitalization rates of any age group. These are children who have never been exposed to the virus, which means they have no immunity whatsoever, natural or otherwise. Vaccination is the only protection available.
Daniel Jernigan, the former director of the National Center for Emerging and Zoonotic Infectious Diseases at the CDC, told The Guardian that this makes the delay particularly indefensible. 'It's, in a sense, almost derelict that you would not make it available to those most vulnerable to severe disease,' he said. That is a former senior CDC official using the word 'derelict' to describe a sitting administration's health policy.
HHS spokesperson Emily Hilliard told The Guardian that the CDC is 'finalizing decisions' about vaccine procurement and that 'additional information will be available soon.' She declined to answer questions about how universal VFC states are supposed to manage the delay. Which is either breathtaking incompetence or a very deliberate non-answer.
RFK Jr. Tells Anti-Vax Conference: Nobody Lost Anything
Last week, Robert F. Kennedy Jr. appeared at an anti-vaccine conference and said, with a straight face, 'We have not taken vaccines away from anyone. We have preserved access.' This is the Secretary of Health and Human Services. Saying this. At an anti-vaccine conference. While his department withholds vaccines from millions of children.
When The Guardian asked HHS how Kennedy's statement squared with the decision not to make COVID vaccines available through VFC, Hilliard did not respond to that question. Demetre Daskalakis, former director of the CDC's National Center for Immunization and Respiratory Diseases, had a pretty clean answer ready anyway: 'Not allowing universal ordering states to order vaccine is limiting access.' That is what is called a factual statement.
Kennedy has spent decades arguing that vaccines cause harm. He is now in charge of the agency that decides which children get vaccines. This is not a coincidence. This is the point.
Testing the Waters for Something Much Bigger
Experts who spoke to The Guardian are not treating this as an isolated screw-up. Jernigan described a deliberate strategy of using 'every lever' to restrict vaccine access, calling it 'death by a thousand cuts.' Each individual action looks like a bureaucratic delay or a policy tweak. Taken together, they form a pattern.
The concern, Jernigan said, is that this COVID vaccine blockade is functioning as a test run. If HHS can withhold COVID shots from children through VFC with no legal consequence, what stops them from doing the same with hepatitis B? With meningococcal vaccines? With the flu shot? 'There's nothing preventing them from doing that for the other vaccines as well,' he told The Guardian.
For context: a judge has already issued a stay blocking the administration's move to reclassify hepatitis B, meningococcal, and flu vaccines as 'shared clinical decision making,' a designation that effectively makes them optional and strips them from recommended schedules. The administration tried it. A court stopped it. They are still finding other ways to chip away.
The Dingo Take
You are supposed to believe this is all just paperwork. Procurement timelines. Bureaucratic processes being finalized. Nothing to worry about. The guy running HHS spent thirty years filing lawsuits against vaccine programs, wrote a book calling Anthony Fauci a fraud, and gave a speech at an anti-vaccine conference last week telling the crowd that nobody has lost access to vaccines. And you are supposed to think this delay is a coincidence.
It is not a coincidence. Jernigan's 'death by a thousand cuts' framing is exactly right. You do not need to formally ban vaccines if you can just quietly make them unavailable. You delay the VFC shipments. You reclassify vaccines as optional until a judge stops you. You defund public health outreach. You seed doubt. You hold a press conference and say access is preserved while 52% of American children sit waiting for shots that aren't coming. The program technically exists. The vaccines just... aren't there.
The infants getting hospitalized this fall will not care about procurement timelines. Their parents will not find comfort in HHS promising that additional information will be available soon. What is happening in eleven states and an American territory right now is not an administrative hiccup. It is federal health policy being run by someone who does not believe in the product he is supposed to be delivering. And the kids paying the price for that ideological experiment cannot vote, cannot protest, and cannot protect themselves.
